Give each project agent its own Telegram topic and skill

Grant runs a Hermes agent on a separate VPS for each project. In a Telegram group with Topics, each topic is tied to a skill file that acts as its identity (Admin, Engineering, Growth, a content curator, plus a Humans Only topic the bot reads but never answers). Skills live in the project's git repo, so the agent proposes skill changes as pull requests, and a GitHub App webhook starts a new agent run whenever it's tagged.
